Sample Letter: Prioritize Children in FY09 Foreign Aid Spending Bill

 

Dear Senator/Representative____________:

Members of the Foreign Operations Subcommittee of Appropriations will soon consider spending levels for life-saving global development work for the 2009 foreign aid spending bill. I am writing to request that you speak personally and write to the leadership of this subcommittee [In the House: Chair Nita Lowey (D-NY); ranking Republican member, Frank Wolf (R-VA). In the Senate: Chair Patrick Leahy (D-VT); ranking Republican Senator, Judd Gregg (R-NH)] and ask that they include the following funding levels for programs that benefit children living in poor countries:

  • 1) $800 million overall for orphans and highly vulnerable children (OVC), including 10 percent for OVC within overall HIV/AIDS funding, with $5 million of that for the administration and monitoring of all United States programs benefitting OVC.
  • 2) $100 million to support UNICEF’s Accelerated Child Survival and Development Initiative (in addition to UNICEF’s core budget), and $900 million for U.S. Child Survival and Maternal Health programs.
